We completely get that there are pros/cons to a hard CC vs. a snare, but for me, in most cases, we would much rather have a mob/player completely shut down than just slowed. Here are a couple examples why we chose that.
1. Using a 90% snare against an Archer or Sorc isn't going to be that useful given they have 50% longer range than you. In order to damage them, you will have to go well inside their reach.
2. That's mostly the same for Priests and Mystics as you'd have to share equal range in order to damage and Priests can party-dispell so your slow goes away immediately and Mystics can slow you, so you're back to equal. That's half of the classes(tera online gold) where a snare seems to be less valuable than a sleep.
3. Also, that doesn't prevent an enemy healer from doing their job of keeping their own team alive or prevent a mob from pounding on your tank should things go sour.
4. As such, it's mostly useful on single, melee-only targets. In Tera, you're often up against 2-10+ mobs at at time so a slow loses much of its utility. Kitable mini-bosses or elites? A slow would definitely shine as long as they don't have jump or charge attacks.
Really just boils down to preference, and we can understand why folks would much prefer a slow. It's all very situational, but in the end we felt a full shutdown was a stronger tool than a snare.
